    Oh no, don't connect 230V and the PicKit at the same time! There's no galvanic isolation. Better keep your hands of the pcb when you don't know how to solve this and ask someone that has the necessary experience to do it. Before you blow off you PC ;-) Why do you want to dump or program the PIC?

    So what is your question exactly ? The problem is given already by the PicKit... And the solution as well... The other components on the 5V line draw too much current.

    It will not help to flash the PIC processor. Either the pump is defective or the pump doesn't get power due to a defective triac (TY4) probably.

    He probably means erasing the EEPROM data of the PIC. Yes, the PiCkit2 is just fine for this.
