After several days of work, I realised it's time to stop with the repair. After changing both the PIC and the EEPROM, still the problem persists, with minor changes, so further involvement in this repair is becoming pointless. Thanks to Anton Love for his help.

Today I desoldered old PIC from the board and found out that there is also another one IC, with label ATMLH242 with short between the power pins. I searched online with the labels on this IC, and I think it is serial EEPROM, but I don't know its size and which data it holds. Does anyone know...
